Ricerca sul Sistema Energetico - RSE S.p.A. is a company engaged in analysis, study and research applied to the entire energy sector, indirectly controlled by the Ministry of Economy and Finance, through its sole shareholder GSE S.p.A.
Research activities cover the entire energy and sustainability sector, from primary energy sources to the conversion and final use systems, from energy carriers to energy efficiency and storage technologies. Some national and European projects, with an experimental and application approach, play a strategic role. Likewise, the central and local public administration, the entire production system, the consumer associations, the small and medium-sized enterprises, and other research centers are key partners.
RSE therefore acts as a trait d’union between policy makers, the business world and the population.
RSE projects are driven by the great challenges of energy and digital transition, inspired by innovation, efficiency and circularity, beyond the energy sector they entail economic and social factors. This activity is the result of the skills and experiences of RSE excellent human capital, made up of a heterogeneous and specialized team of experts who ensure an interdisciplinary and highly skilled approach.
Role :
RSE is deeply involved in the whole PowerMAX project. The most important roles are:
• Leadership of the hydrogen demo, creating a digital twin of the on-going hydrogen infrastructure development programme by the utility HERA in the Italian region Emilia-Romagna. The digital twin will be used to analyze HERA's future business model, to understand investment needs in the electricity grid and to optimize energy storage strategies.
• Leadership of the last project technical work package, to formulate regulatory guidelines optimizing investor's business case and incentivizing the development of long-term storage. The final deliverable will be consulted externally involving key European stakeholders.
Team members

Gianluigi Migliavacca
Project manager – For around 15 years, he has covered important roles in several key EU Research projects. He was coordinator of three European research projects: REALISEGRID (2008-2011), SmartNet (2016-2019) and FlexPlan (2019-2023). His field of experience encompasses mathematical modelling and regulation of competitive electricity markets and transmission grid planning. Recently, he set up and coordinates the activities of a new RSE research line dedicated to multi-energy models. He is also leader of Focus Area Expansion Planning and Market analysis within the Working Group 6 of the IEA implementing agreement ISGAN.

Ilaria Pallisco
Researcher within the Energy Markets Regulation group – She graduated with a BSc in Mechanical Engineering and then a master’s degree in Energy Engineering at Sapienza University of Rome also spending a semester at Universidad Pontificia Comillas in Madrid. She concluded her studies with a curricular internship at Terna Rete Italia S.p.A. within the Market Operation and Analysis team, developing her master’s thesis on the impact of the energy transition on the Italian electricity market. Finally, she completed a post-graduate internship at Gestore dei Servizi Energetici S.p.A. in the Regulatory and Energy Markets division, where she focused on electricity market analysis, market algorithm implementation, RES power production estimation modeling, and market reporting.
